John Gallagher, former Deputy Warden in Command, Population/Custody Management, New York City Department of Correction (DOC), was assigned to Rikers Island as a Rookie Correction Officer in 1989. Thirty years later, he is credited with transforming the Department's approach to treating inmates with mental illnesses. He played a leadership role in ensuring that seven jails on Rikers Island have mental health units that house and provide support to inmates with mental illnesses. He is also attributed with developing Crisis Intervention Training on how to de-escalate situations involving inmates with mental health issues for over 600 Correction Officers. In recognition of his work excellence and outstanding dedication to municipal and public service, Gallagher was presented with a Sloan Public Service Award by the Fund of the City of New York in 2019.
